About the job
## Application close date Applications will be accepted on an ongoing basis until the requisition is closed. At Blue Origin, we envision millions of people living and working in space for the benefit of Earth. We’re working to develop reusable, safe, and low-cost space vehicles and systems within a culture of safety, collaboration, and inclusion.
Join our team of problem solvers as we add new chapters to the history of spaceflight! This role is part of Blue Origin corporate functions, providing centralized support across Blue Origin business unit teams, functions, and locations. As Blue's Senior Manager of Facilities Design Civil Engineering, you will build and lead the team that designs the ground our Florida operations are built on.
Your team of site civil engineers and civil designers will own site design, site master planning, and site permitting for Blue's growing footprint on the Space Coast - manufacturing and processing campuses, launch and landing infrastructure, roads, utilities, and stormwater systems across Cape Canaveral Space Force Station, Kennedy Space Center, and our off-base sites.
The pace of New Glenn and Blue's broader Florida growth means site work is often the critical path: land has to be planned, permitted, graded, drained, and served by utilities before a building can go up. You will make sure that work is planned ahead of need, designed right, and permitted predictably - turning site development from a bottleneck into an enabler.
You will be a hands-on technical leader and a people leader. You will set the civil design standards and review the team's most important work, while hiring, developing, and growing a high-performing team.
You will partner closely with architecture, structural, MEP, and fire protection design leads, with construction and project management, and with environmental, real estate, and site leadership. ## Responsibilities - Lead, hire, mentor, and develop a team of site civil engineers and civil CAD designers; set clear priorities, expectations, and career paths; and build a team culture of safety, ownership, and technical excellence. - Own site civil design for Florida facilities projects - site layout, grading and earthwork, stormwater management and drainage, paving and roadways, potable, fire, and process water, sanitary and industrial wastewater, and utility corridors - from concept through construction documents. - Lead site master planning for Blue's Florida campuses and launch-site infrastructure, including long-range land use, circulation, utility capacity, and stormwater planning that stays ahead of program demand. - Own the site permitting strategy and execution, including environmental resource and stormwater permits, wetland and protected-species coordination, utility and right-of-way approvals, and site plan approvals with county, state, and federal agencies. - Coordinate site development approvals with NASA/KSC, the U.S.
Space Force, and Range authorities, including base civil engineering design review and dig and utility clearance processes. - Serve as, or assign and oversee, the civil engineer of record; review and approve civil calculations, drawings, and specifications for quality, code compliance, and constructability. - Manage outside civil A/E consultants and surveyors: define scope, review deliverables, and hold firms to schedule, quality, and budget. - Plan and manage the team's workload, schedule, and budget across a portfolio of concurrent projects; forecast staffing and consultant needs; and escalate risks early. - Develop and maintain Blue's site civil design criteria, CAD and Civil 3D standards, details, and design guides so work is consistent and repeatable. - Partner with construction, project management, and project controls teams through bid, construction, and closeout: support submittals, RFIs, and field issues, and capture lessons learned. - Coordinate with environmental, real estate, and site leadership on land requirements, site selection, and due diligence for new facilities. - Challenge assumed requirements, timelines, and cost baselines; drive value engineering and faster approval cycles without compromising safety or compliance. ## Minimum Qualifications - Bachelor's degree in Civil Engineering or a related engineering discipline. - Active Professional Engineer (PE) license in at least one U.S. state, with the ability to obtain Florida licensure. - 12+ years of progressive site civil engineering experience, including site design, grading, stormwater, and utilities for industrial, commercial, or infrastructure projects. - 5+ years of experience leading engineering teams, including direct people management (hiring, performance management, and development). - Demonstrated experience leading site permitting through state, county, and federal agencies, including environmental resource and stormwater permitting. - Experience developing site master plans or long-range campus or infrastructure plans. - Experience serving as engineer of record and producing sealed civil construction documents. - Experience managing outside A/E consultants and multiple concurrent projects to schedule and budget. - Working proficiency with AutoCAD Civil 3D and civil design tools. - Strong written and verbal communication skills, with the ability to brief leadership, agencies, and contractors clearly. - Ability to earn trust, maintain positive and professional relationships, and strengthen our culture of inclusion. ## Preferred Qualifications - Active Florida PE license. - Master's degree in Civil Engineering or a related field. - Experience permitting and designing in Florida, including with water management districts, FDEP, and county agencies, and with wetland, protected-species, and coastal environmental constraints. - Experience on federal installations or with NASA, U.S.
Space Force, or USACE design review and approval processes, including NEPA coordination. - Experience planning and designing large industrial, manufacturing, aerospace, port, or energy campuses. - Experience with stormwater and hydraulic modeling software (e.g., ICPR, WaterGEMS, HydroCAD, or equivalent). - Experience establishing or scaling an in-house engineering team, design standards, or CAD/BIM standards. - Familiarity with GIS for site planning and utility mapping. - Active security clearance. ## Additional Requirements - Must be able to pass a U.S.
Air Force / Space Force background check for base access at Cape Canaveral Space Force Station. - Work is performed in a mix of office and active construction environments, including launch-site areas.
Occasional exposure to outdoor conditions - heat, rain, fumes, odors, and noise. - Must be available to work extended hours as needed to support critical construction and program milestones. - Willingness to travel to other Blue Origin sites, agencies, vendors, and contractors as required (occasional, approximately 10%). ## Culture Statement Don’t meet all desired requirements?
Studies have shown that some people are less likely to apply to jobs unless they meet every single desired qualification. At Blue Origin, we are dedicated to building an authentic workplace, so if you’re excited about this role but your past experience doesn’t align perfectly with every desired qualification in the job description, we encourage you to apply anyway.
You may be just the right candidate for this or other roles. ## Export Control Regulations Applicants for employment at Blue Origin must be a U.S. citizen or national, U.S. permanent resident (i.e. current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum. ## Background Check - Required for all positions: Blue’s Standard Background Check - Required for Certain Job Profiles: Defense Biometric Identification System (DBIDS) background check if at any time the role requires one to be on a military installation - Required for Certain Job Profiles: Drivers who operate Commercial Motor
